They talk a big game about safety, potential, and collaboration. But when the private jets fly home, what’s left? Are we just collecting a scrapbook of empty promises, or is something real being built in the background? The grown-up in the room, the thing that’s much less flashy than a summit photo-op, is the steady work of building AI governance frameworks. Without them, all this talk is just hot air.
It’s the boring but essential part of the revolution. Think of it like this: when a new sport is invented, you can’t just throw a ball onto a field and hope for the best. You need rules. You need a referee. You need to agree on what a foul looks like and how to keep score. That’s what AI governance frameworks are for the digital age. They are the rulebook we’re writing in real time, trying to ensure that this incredibly powerful technology benefits everyone, not just the handful of companies that build it.

 So, What’s in the Rulebook?

This isn’t just about slapping a few regulations on a piece of paper. Effective governance is a living, breathing thing. A critical component is establishing clear policy implementation metrics. It’s one thing for a politician to stand at a podium and declare their country is ‘pro-innovation and pro-safety’. It’s another thing entirely to measure what that actually means. This brings us to the recent AI Impact Summit in India, the latest stop on this global roadshow. The UK delegation, led by Deputy Prime Minister David Lammy and AI Minister Kanishka Narayan, was out in force, championing a message of global collaboration. According to the government’s own press release, their goal is to “supercharge growth, unlock new jobs and improve public services.” Big words. But what’s behind them?
This is international tech diplomacy in action. It’s about building bridges, not just code. The UK is keen to highlight its own success, boasting over £100 billion in private AI investment since 2024. But it’s also about acknowledging that this can’t be a solo mission. The delegation made a point of celebrating partnerships with Indian tech giants like Infosys and Tata Consultancy Services, who have recently pumped £1.3 billion into the UK economy. It’s a two-way street, a recognition that know-how and capital flow in all directions. As Kanishka Narayan put it, “AI is the defining technology of our generation – and we’re determined to make sure it delivers for everyone.” A lofty goal, but the right one.

The Challenges Hiding in Plain Sight

For all the talk of economic growth, there’s a trickier conversation that needs to happen. What are the real-world consequences? This is where diligent socioeconomic impact tracking moves from a ‘nice-to-have’ to an absolute necessity. AI will create jobs, sure, but it will also displace them. It will generate enormous wealth, but how will that wealth be distributed? These aren’t future problems; they’re happening now.
There’s a clear divide between the priorities of developed economies, which are often focused on things like data privacy and staying ahead of the competition, and developing economies, which see AI as a potential tool to leapfrog developmental hurdles. The UK’s £58 million AI for Development programme is a step in the right direction, funding projects like an African Language Hub to serve 40 languages and an Asian AI governance observatory. These are the kinds of initiatives that recognise that for AI to be truly global, it can’t just speak English and serve Western interests.

So, how do we move from high-minded principles to practical reality? Policymakers need to get their hands dirty. They must stop talking in vague terms and start defining those policy implementation metrics we talked about. Success shouldn’t be measured by the number of summits attended, but by the tangible impact on people’s lives.
We need more case studies of what works. Partnerships like those between UK institutions and giants like Infosys and Tata Consultancy Services show a path forward. The AI for Development programme offers a blueprint for how to export not just technology, but also values and expertise in a way that empowers, rather than patronises. It’s about co-creation, not just a one-way transfer of knowledge.
The legacy of this frantic period of AI diplomacy won’t be defined by the communiqués or the handshakes. It will be defined by the robustness of the AI governance frameworks we build. It will be measured by whether we created a technology that widens inequality or one that helps to close it. The talk is getting a bit repetitive, and the ambition is clear. Now comes the hard part: turning all that ambitious talk into action.
