It’s a classic case of wanting to have your cake and eat it, but in this instance, the cake could either save the country or blow up the kitchen.

As Alexandra Seymour from the Office of the National Cyber Director (ONCD) pointed out, the goal is to ensure that when we “deploy AI to defend, we are not inadvertently making ourselves more vulnerable by widening the attack surface.” This isn’t just bureaucratic jargon; it’s the central paradox of a connected world. Every new smart device, every new piece of software, is both a potential shield and a potential doorway for an attacker.
The Double-Edged Sword of National Security AI

It’s brilliant at spotting intruders, but if the system itself can be hacked and controlled from the outside, you’ve just given the burglars a complete map of your home and its vulnerabilities. The administration is looking at public-private partnerships, which are essential. The government simply cannot compete with private sector salaries for top AI talent, so collaboration is the only way forward.
One fascinating, if ambitious, idea being floated is to learn from Israel’s famed Unit 8200. This elite signals intelligence unit of the Israeli Defence Forces has become a legendary incubator for tech talent, producing founders and engineers for countless successful start-ups. The unit’s model is built on identifying brilliant young people and throwing them into high-stakes, real-world problem-solving from day one.
But can you really replicate the Unit 8200 model in the United States? Israel’s system is deeply intertwined with its mandatory military service and a small, densely connected society. Transplanting that unique culture to the sprawling American landscape is a monumental challenge. It is one thing to admire a training model; it is another entirely to recreate its secret sauce. Still, the intent to build a more agile, mission-driven training framework is the correct one.
A Strategy on Paper, A Battle in Reality
All these threads are meant to be woven together in the forthcoming national cyber strategy. The key pillars are what you would expect: promoting the secure development of AI, establishing industry standards, and, critically, solving the workforce development puzzle. It is a comprehensive vision, and it shows that the highest levels of government understand the stakes.
The question, as ever with grand government strategies, is about execution. Will this initiative have the funding, the political will, and the long-term focus to succeed? Or will it be another well-intentioned policy document that struggles to make a tangible impact in the face of bureaucratic inertia and the sheer speed of technological change?
The challenge is immense. We are asking government agencies—not exactly known for their agility—to keep pace with a technology that is evolving almost daily, all whilst fending off attacks from nimble and highly motivated adversaries. This isn’t just a technical problem; it’s a cultural and organisational one.
