It’s a bit like the chain of custody for evidence in a criminal investigation. For a piece of evidence to be admissible in court, you need an unbroken record of who has handled it and when. If there’s a gap in that chain, the evidence is thrown out. Digital watermarking and its associated metadata aim to create that same unbreakable chain for media, forming the backbone of what many hope will be a robust disinformation defense.
The Microsoft Blueprint: A Solution or Self-Promotion?
Enter Microsoft. The company has published a detailed blueprint, evaluating some 60 different combinations of verification methods. As reported by MIT Technology Review, this framework, developed by Microsoft’s AI safety team, explores everything from provenance documentation to digital signatures to find a reliable standard for flagging manipulated content.
Eric Horvitz, Microsoft’s chief scientific officer, describes the goal modestly: “It’s not about making any decisions about what’s true and not true… It’s about coming up with labels that just tell folks where stuff came from.” It sounds sensible. In a world of chaos, providing a simple “Made by AI” label seems like a logical first step.
Yet, here’s the rub. While Microsoft is positioning itself as a thought leader, it hasn’t actually committed to implementing its own recommendations across its vast empire. Will we see these standards on its Copilot AI, its Azure cloud platform, or even professionally-focused LinkedIn? The silence is deafening. It’s a classic Big Tech move: propose a solution for a problem you helped create, but stop short of taking your own medicine.
When Good Intentions Meet Hard Reality
Even with a perfect technical solution, the human element remains the biggest hurdle. The optimistic view is that clear labels will empower users to make informed decisions. The pessimistic—and perhaps more realistic—view is that people will either not notice the labels, not understand them, or simply not care.
An audit by the group Indicator found that platforms like Instagram, TikTok, and YouTube were already failing miserably at this. Only 30% of test posts were correctly labelled as AI-generated. What happens when the labels are there but nobody trusts them? You create a “boy who cried wolf” scenario, where legitimate warnings are eventually ignored.
Can We Regulate Our Way Out of This?
With tech companies dragging their feet, regulators are starting to step in. California’s AI Transparency Act and the EU’s sweeping AI Act are both attempts to force disclosure. These laws could mandate that AI-generated content is clearly marked, shifting the responsibility from voluntary corporate goodwill to legal obligation.
However, enforcement is a massive question mark. Political opposition and lobbying from the tech industry could water down these regulations until they are little more than theatrical gestures. The business model of many platforms relies on engagement at any cost, and inflammatory or shocking content—real or fake—drives clicks. There’s a fundamental conflict between protecting users and maximising profit.

Ultimately, this isn’t just a challenge for media forensics experts to solve with clever algorithms. It’s a sociotechnical problem. If the public doesn’t trust the labels, the entire system collapses. If a platform like Meta or Google is seen as applying its AI-detection rules inconsistently—perhaps more leniently on content that benefits them—the credibility of the entire disinformation defense effort is shot.
Microsoft’s blueprint is a step, but it’s a step on a very long and treacherous road. As Hany Farid puts it, “I don’t think it solves the problem, but I think it takes a nice big chunk out of it.” A chunk is better than nothing, but we need a comprehensive strategy that combines technology, regulation, and a massive public education campaign.
