The EU’s proposal gets to the heart of the matter. If an AI-driven news aggregator promotes a piece of Russian propaganda, who is responsible? Is it the original creator of the propaganda? The AI company that built the model? Or the platform that deployed the AI-aggregator? The EU seems to be suggesting that the platform itself must carry editorial responsibility, much like a traditional newspaper editor.
This is a profound shift. It moves the discussion from a purely technical problem of synthetic content detection to a legal and ethical one of accountability.
